TOURNAMENT RULES

All games shall be played according to the rules established by USYA and FIFA with certain amendments as indicated below:

1. There will be a maximum roster of 18 players
per team for U11 to U14, all players must
appear on a valid league roster. Players not
meeting these requirements will be prohibited
from participating in the tournament. FIFA
rules will be in effect with the following
exceptions:

Corner Kick: All ages will use long corners.

Substitutions may be made anytime in case of an injury (one for one) with the referee's permission as follows:

a. before your own throw-in
b. before a goal kick
c. after a goal by either team
d. at half-time

2. All players must wear shin guards: Not wearing
shin guards can be grounds for ejection.

3. There shall be no dissent between players
and/or coaches and referee. Questioning the
referee is considered dissent. Any coach or
player ejected from a game will be ineligible
to participate in at least the next scheduled
game. Any coach or player ejected from a
second game will be ineligible to participate
in the rest of the tournament.

4. Coaches and/or team managers are responsible
for proper conduct of their fans, any fan asked
by the referee or field marshal to leave the
field of play, who does not, will cause their
team to forfeit that game.

5. Coaches will be restricted to an area along the
touchline within 20 yards of their side of mid
field. Coaching type instructions to players
by others from any other area of the field is
not in keeping with the spirit of the
Tournament. Any violations will be reported to
the Tournament Director.

6. Ball size: U11 & U12 will use a size "4" ball;
U14 will use a size "5".

7. All games, including the semi-final matches and
championship games, will consist of two halves
of 25 minutes each.

8. Group standings will be determined on the
following basis:
3 points for a win
1 point for a tie
0 points for a loss

9. In the event of ties in the point standings,
the following sequence will be used:
a. result of game played between the tied teams
b. least number of goals allowed
c. total net score for tournament games. Net
score = goals scored allowed
d. FIFA penalty kicks*

10. A team failing to field seven (7) players at
the scheduled starting time will forfeit the
game. There will be no deviation from this
rule. The score for the purpose of group play
will be 4 - 0. Teams are to check in with the
field marshal one-half hour before the
starting time. Any team that forfeits a game
cannot advance to the semi-final or final
round.

11. In the event of a tie at the end of semi-final
and/or championship round games, winners will
be determined as follows:
a. semi-final games: one five minute overtime
period will be played
b. championship games: one five minute overtime
period will be played
c. if still tied after overtime, champion will be
determined by FIFA penalty kick elimination
shoot-out as in 9d above. Only players on the
field at the end of the overtime period are
eligible for penalty kicks.

12. There will be NO protests. All decisions of
the referee are final and binding.

13. Because our fields are scheduled to capacity,
in the event that play is stopped due to
lightning or other severe weather which in the
opinion of the Tournament Director's judgment
constitutes a dangerous situation, all teams
shall take cover, but remain at the playing
site for the duration of the scheduled game.
If there should be a prolonged interruption,
we may not be able to complete the game and
still maintain the schedule. If this occurs,
the following rules apply:

a. Games stopped after completion of the
first half:
1. If time permits, play to completion.
2. If time does not permit, the game will
be called complete and the score will
stand at the time of stoppage.
b. Games stopped in the first half:
1. If time permits, play to completion of
the game.
2. Play to completion of the half and
record the score.
3. If the half cannot be completed, the
match will be declared a scoreless tie
and each team will receive one point.
c. Only the Tournament Director will
determine the stoppage of play on all
fields during the tournament.
d. The referee's judgment will determine
stoppage of play. Stoppage on one field
will result in stoppage of play on all
adjacent fields in that complex.
e. The Tournament Director may reduce game
times by 50% for foul weather.

14. All teams that travel outside of OYSA-N must
have travel permits.

15. Any questions concerning these rules should be
directed to the Tournament Director.

16. The Appleseed Youth Soccer Association, the
Firefighters Association and the Tournament
Committee will not be responsible for any
expenses incurred by any team or club if the
tournament is canceled in whole or in part.
Should the Tournament be canceled by AYSA,
teams shall be refunded all tournament fees,
excluding the above mentioned team expenses.
Refunds shall be given to teams should a
division fail to be formed. No refunds will be
given once a team has been accepted for
tournament play.

17. Any changes will be posted on the scoreboard at
the Firefighters Complex. Scores posted are
not final until the game cards are received by
the scorekeeper. Confirmed scores will be
marked with an asterisk.
